The Planning Commission will hold a Special Meeting in the City Council Chambers at City Hall, 390 Towne Centre Drive, Lathrop, California, at 6:00 p.m., on Wednesday, August 31, 2022 to consider adoption of a resolution recommending the City Council adopt the General Plan Update and certify the Final EIR. 

EIR Notice of Preparation (NOP) and Scoping Meeting
The City has initiated the environmental review process for the General Plan Update. The City, as the Lead Agency under the California Environmental Quality Act (CEQA), will prepare a Program EIR for the Lathrop General Plan Update. The EIR will analyze potentially significant impacts associated with adoption and implementation of the General Plan. In particular, the EIR will focus on areas that have development potential.

The City wishes to hear from residents and interested agencies regarding the range of environmental issues that should be analyzed in the EIR. Comments can be submitted either in writing, or during the public scoping meeting (see below).

Scoping Meeting
The City will hold a scoping meeting to provide an opportunity for agency representatives and the public to assist the City in determining the scope and content of the EIR. The scoping meeting will be held on Wednesday, October 27, at 4:00 p.m. at:

On July 7th the City Council will conduct a special study session to review and comment on the working draft Land Use Map. The Land Use Map identifies allowed uses and densities for all properties within Lathrop. The meeting package can be downloaded here (pdf). The meeting package includes maps showing proposed changes to land uses in Lathrop, the proposed land use descriptions, and background information on how the map was developed.

Members of the community are invited and encouraged to attend the study session, and opportunities for public comment will be provided.

The purpose of this workshop is to give participants an overview of state requirements, best practices in planning, and provide opportunities to participate in land use map and policy development through identification of issues areas and potential policy solutions to ensure an environmentally equitable community.
